For the final session in the symposium "PROBE 02" held from July 26-28,
2001, the participants and Japanese urban planners held a private warm up discussion.
Before the discussion of the issues in urban and regional development in Japan
at the session on the final day of Program B, this roundtable of these specialists
compared regions of Japan that are similar in scale to the Basque and ¯resund
regions to be discussed in Program B. The approaches the visiting lecturers used
in trying to read Japan's cities and regions and their points of view in the discussion
between the European and Japanese experts helped uncover a variety of issues and
problems in Japanese cities.

For the final session of the symposium "PROBE 02" held from June 28-30,
2001, the participants and Japanese urban planners held a private warm up discussion.
Before the discussion of the issues concerning Japanese cities at the final session
of Program A, this roundtable of experts addressed how the visiting lecturers
from the Netherlands views Japanese cities, using specific development case studies.
The viewpoints that emerged prompted exchanges between Dutch and Japanese experts
that revealed a range of issues and problems in Japanese cities.

Bilbao, in Spain, has adopted a dynamic urban-planning strategy. Heralded as the
most successful effort of its king, the spectacular progress made in Bilbao in
recent years has made the city the focus of attention for city revitalization
efforts throughout Europe. Alfonso Martinez Cearra has played a key role in Bilbao
Metropolis 30, the core organization behind this effort, as one of the central
figures in planning the city industrial policy. His visit to Japan is a special
opportunity to learn more about Bilbao urban revitalization strategy and to exchange
opinions concerning its implications for city planning in Tokyo.
